As we look forward to closing out the state fiscal year (for FY24) we wanted to send a reminder regarding Requests for Reimbursement (RFR). As you may recall from previous discussions, state policies require us to use the funds that were appropriated or allocated for use during the state fiscal year to pay for expenditures that were incurred during that same state fiscal year; the state fiscal year runs from July 1st to June 30th each year. This means that RFRs for all expenditures that were incurred during the month of June must be submitted in July; if RFRs for June expenditures are not submitted in July those RFRs will become a stale claim. Stale Claim RFRs require approval by the Governor’s Office so there will be an additional delay in processing those payments.
During even-numbered fiscal years (such as FY24) NDE is additionally required to submit our budgets for the coming biennium by the deadline that is established by the Governor’s Office, which was moved up by a week this year. The process of building the budget requires us to close out state accounts first, because all budgets contemplated in the submission must balance. As such, the timing of when we receive RFRs for June expenditures becomes that much more critical during even-numbered fiscal years; we appreciate your diligence in submitting your June RFRs (regardless of when the funding application ends) by the July deadlines I’ve outlined above.
