State Fiscal Year RFR Deadlines (7/3/2024)

As we look forward to closing out the state fiscal year (for FY24) we wanted to send a reminder regarding Requests for Reimbursement (RFR).  As you may recall from previous discussions, state policies require us to use the funds that were appropriated or allocated for use during the state fiscal year to pay for expenditures that were incurred during that same state fiscal year; the state fiscal year runs from July 1st to June 30th each year.  This means that RFRs for all expenditures that were incurred during the month of June must be submitted in July; if RFRs for June expenditures are not submitted in July those RFRs will become a stale claim.  Stale Claim RFRs require approval by the Governor’s Office so there will be an additional delay in processing those payments.

 

  • For subawards that had a funding period end date of June 30, 2024, the Grant Assurances state that the final RFR “must be submitted no more than 21 calendar days after the period of performance has ended.”
    • For FY24 subawards that ended on June 30, 2024, then, the Final RFR is due no later than July 21, 2024.
    • For the last two years, the GMU has considered requests for a limited scope, second “Final RFR” for personnel costs only, since many times those costs are a month behind in terms of when they hit your accounts.  These requests are considered on a case by case basis and you must receive an affirmative response in order to be eligible for the limited scope, second Final RFR
    • If this is an option you would like to request you must send an email to grantsinfo@doe.nv.gov, and include the following information:
      • The name of the grant
      • The amount of personnel costs that you are requesting permission to submit within the limited scope, second Final RFR
      • The date those personnel costs will hit your account
      • The date you are requesting permission to submit the limited scope, second Final RFR

 

  • For subawards that did not end on June 30, 2024, the RFR for June 2024 expenditures is due in alignment with the regular RFR submission deadlines, which the Grant Assurances state “are due to the NDE by the 15th of each month for expenditures incurred in the previous month.”
    • For subawards that did not end on June 30, 2024, the regular RFR for June expenditures is due no later than July 15, 2024.

 

During even-numbered fiscal years (such as FY24) NDE is additionally required to submit our budgets for the coming biennium by the deadline that is established by the Governor’s Office, which was moved up by a week this year.  The process of building the budget requires us to close out state accounts first, because all budgets contemplated in the submission must balance.  As such, the timing of when we receive RFRs for June expenditures becomes that much more critical during even-numbered fiscal years; we appreciate your diligence in submitting your June RFRs (regardless of when the funding application ends) by the July deadlines I’ve outlined above.
