UPDATE: Zero-dollar RFR submissions on fully expended awards. Re: A policy that had previously been conveyed requiring zero-dollar RFRs to be submitted by NDE subrecipients under subaward with zero unspent balance remaining where the funding period had not yet ended.
This notification is to inform our subrecipients that upon further review, NDE and GMU will no longer require the zero-dollar RFRs to be submitted under fully expended subgrants. * Fully expended means that the subrecipient has spent all of their subaward dollars. (Example: $20,000.00 awarded, and $20,000.00 expended and reimbursed = Zero-dollar RFR no longer required) * Zero-dollar RFRs continue to be required as long as the subrecipient has funding remaining in their subaward (Example: $20,000.00 awarded, and $19,500.00 expended and reimbursed = Zero-dollar RFR still required). * It is only after all funds have been fully expended/reimbursed that zero-dollar RFR submissions are not required.
